JOB DESCRIPTION: HSE Officer

 

1.0       BASIC FUNCTION

 

HSE Officer is responsible for managing the complete HSE system of the organization.  

 

2.0       POSITION REQUIREMENTS

2.1  Education

 

§  Bachelor’s degree or diploma in Occupational Health & Safety, Engineering, or a related field

§  Certified Auditors for ISO 9001/ OHSAS 18001 / ISO 14001 is a plus

§  Certification in safety (e.g., NEBOSH, IOSH, OSHA) is preferred.

 

2.2  Experience

 

5+ years of experience in HSE role(s) in comparable organizations.

 

2.3  Language

 

Fluent in both Arabic and English

3.     Practical experience in identification and control of HSE issues on construction sites within Oil & Gas, Mining Operations, heavy equipment or similar industries.

4.     Strong Communication, reporting and documentation skills

5.     Experience in HSE reporting procedures and familiar with the safety hazards with common construction activities.

6.     Experienced in the specification, evaluation and documentation of equipment.

7.     Ability to perform in accordance with broad technical guidelines and with minimal supervision.

8.     Ability to work to tight deadlines and prioritization of work to achieve them.

9.     Proactive, solutions focused, agile and have excellent interpersonal skills

10.  Ability to work with multi-cultural teams. 

11.  Self-Starter, dynamic Personality and excellent presentation skills.

12.  Excellent organizational skills and able to prioritize and handle multiple tasks to meet deadlines.

 

 

3.0       REPORTING RELATIONSHIPS

 

            Reports to Managing Director / General Manager

 

 

4.0       AUTHORITY

 

This is defined by Khuff’s organization chart and its delegation of authority.

5.0        RESPONSIBILITIES

 

5.1  Assist the site teams and managers by recognizing hazards and seeking to minimize risks by maintaining and improving the health, safety, environmental and Quality standards.

5.2        Review and update Company HSE Policies and procedures. Develop all HSE formats as required basis

5.3        Provide support on HSE issues/problems.

5.4        Preparing HSE statistics on a monthly basis, identifying trends and taking proactive initiative

5.5        Investigate/record incidents, accidents, complaints and cases of ill health.

5.6        Provide health and safety meetings and training courses for employees.

5.7        Conduct Internal ISO audits for the company periodically.

5.8        Maintain ISO documentation for external Audit.

5.9        Manage/Supervise Principal’s cars & drivers as per requirement.

5.10        Maintain all equipment audit and inspection periodically.

5.11        Maintain all fire extinguishers/ First aid boxes with valid inspection dates.

5.12        Continuous monitoring of loading and unloading activity in the workshop.

5.13        Maintain Housekeeping and proper material stacking in workshop for regular basis.

5.14        Provide HSE orientations for new employees.

5.15        Ensure proper use of personal protective equipment (PPE)

5.16        Coordinate emergency response plans and safety drills

5.17        Advise management on safety improvements and best practice

 

6.0        ADDITIONAL DUTIES

 

6.1 As requested by immediate supervisor from time to time.

 

7.0        MEASUREMENT OF PERFORMANCE

7.2   Customer satisfaction rating (end-users and principals alike).

7.3   Punctual reporting and timely closure of issues.

7.4   Zero issues in HSE area

 

8.0         HOURS OF WORK

 

Standard working week is 40 hours, 8am to 5pm, Sunday through Thursday; except for the holy month of Ramadhan for which management shall announce working hours.  Work requires willingness to work a flexible schedule and may require occasional weekend and/or evening work. 

 

9.0        DESIRED CHARACTERISTICS

 

9.1  Having up to date working knowledge related to HSE domain with new legislation and any developments that affect the oil & gas industry.

9.2  Prior experience working for an EPC.  Middle East experience is an asset

9.5  Good analytical and problem solving skills
